The city of Tijuana, located in the state of Baja California, in the northwest region of Mexico, is not only the gateway to the country, but also the heart of one of the most active, busiest, and most economically integrated binational regions in the world. In the last decade, its growth has been explosive, with a population exceeding 2.1 million inhabitants, making it the sixth most populous metropolitan area in Mexico. But its importance is not only demographic. Tijuana is now a national economic engine. According to some sources, by 2026 it will be the fourth largest economy in the country, surpassing historical metropolises. This achievement is even more significant considering that Tijuana is a relatively new city compared to other major Mexican cities. This is largely due to its strategic location, as it is the busiest land port of entry on the entire northern border, with more than 50 million cross-border crossings annually. However, this rapid growth has brought with it colossal challenges in housing, services, and also mobility and infrastructure.

That’s why Tijuana is currently undergoing an unprecedented transformation that is changing its urban landscape forever, from the ambitious elevated viaduct that will connect the airport with the Chaparral border crossing to the expansion and modernization of its international airport and the impressive vertical boom that is consolidating the best border skyline in the entire country, highlighted by the construction of its first skyscrapers.

In this video, we’ll explore the mega-projects and infrastructure projects underway in Tijuana, Baja California, in 2026. This is Proyectos México. Welcome. The Tijuana International Airport is undergoing an expansion that reflects its positioning as one of the most important airports in Mexico.

As part of the 2025-2029 Master Development Plan, Grupo Aeroportuario del Pacífico will invest 9.789 billion pesos in Tijuana International Airport, enabling significant expansions to the terminal building and airfield, thereby improving the passenger travel experience and optimizing flight operations.

Among the main projects, the terminal building will undergo a 47% expansion. A new DKC boarding area with seven new gates is planned, representing a 50% increase in capacity. Also included is a new passenger inspection point with eight new screening lanes, a new crossing access to the express cross-border terminal, as well as the implementation of 46 check-in counters and an expansion of baggage claim carousels, representing a 60% increase. Not to mention the
increase of nine aircraft parking positions on the commercial apron, resulting in over 30% growth in this area, making it a key strategic project to consolidate this terminal as a world-class logistics and passenger hub. The Westin Tijuana hotel represents a multi-million dollar investment for the city, reflected in a new high-profile vertical hotel located on the iconic corner of Boulevard Agua Caliente, directly across from the renowned Chapultepec Avenue, in
one of Tijuana’s most economically dynamic areas. This project will become one of the most anticipated hotel developments on the border, part of the exclusive international Marriott chain. This hotel will transform the surrounding area, and its arrival in the city not only represents an improvement in the hotel offerings but also a commitment to high-end urban development and the creation of new jobs, both during its construction and operational phases. The Westin Hotel is located in the so-called T10 Tower, which will have four underground levels and 26 above-ground levels plus a helipad, resulting in a final height of 116 meters, positioning it as one of the tallest buildings in Tijuana. This project responds to the growing demand for quality accommodations in the region, for both business and leisure travelers, and is currently under construction.

This megaproject is the first skyscraper in Tijuana’s history and the first in the northwest region of Mexico. To achieve this, Grupo Cosmopolitan and Hospitales Puerta de Hierro are combining their expertise to create and develop this highly specialized medical district, strengthening Tijuana’s position as the medical tourism capital of Latin America.

This project is located on Paseo de los Héroes in the riverfront area, guaranteeing its proximity to hotels, shopping centers, and the border crossing with the United States. Cosmopolitan Health District comprises a high-specialty hospital tower with unique, tertiary-level medical care in the region. The complex will offer a wide range of specialties and high-quality services, including 150 medical suites and an extended-stay hotel.

This colossal construction will occupy more than 71,000 m² and represents a private investment of 1.2 billion pesos. Health District will create more than 2,500 direct and indirect jobs during its construction and operation. It will have 40 floors and a final height of 169 meters, making history as the tallest building in Tijuana.

Current status: Under construction. The Tijuana elevated viaduct project aims to resolve traffic congestion at key points in the city. It connects strategic areas and reduces travel times. The construction of the elevated viaduct improves infrastructure and boosts road safety and economic growth. The project consists of 11.

4.4 km of a two-lane road in each direction connecting the Tijuana airport with the Tijuana-Ensenada highway and the Chaparral border crossing. The project was divided into two phases. The first phase, 7.2 km long, runs from the border crossing and the city center, along the road to Tijuana’s beaches. It includes an impressive 1 km long vehicular tunnel with a 260 m² cross-section and several overpasses ranging from 9 to 35 m in height. The second phase, 4.

2 km long, will extend the road to the Tijuana airport and reduce travel time by 12 minutes, compared to the 34 minutes it typically takes motorists. Due to the region’s geological and topographical conditions, a specialized design and different construction methods were required, making it a technical challenge. The result is an efficient, functional project and an example of the army engineers’ ability to overcome the most complex challenges. The first stage of the 7.2 km elevated viaduct has already been inaugurated and is operational. The second stage, which will have a direct connection to the international airport, is still under construction and will allow for the complete continuity of this road project.

It is a mixed-use tower located on Díazmirón Street, Fourth Street, on Revolución Avenue in the city center, in one of the city’s most iconic locations. Developing a building of this magnitude has been very significant for Grupo Cosmopolitan. With 41 premium residences, Skyline is one of the most innovative buildings in downtown Tijuana, featuring spectacular views and meticulously crafted details.

It will also house two hotel brands with 200 rooms and approximately 4,000 square feet of retail space on the ground floor. The construction encompassed 25,770 m² distributed across 26 floors and two basements, with a final estimated height of 100 m. Currently under construction, this complex, comprised of three mixed-use towers, rises in the vibrant Río Zone of Tijuana, a location where modernity and urban dynamism converge on Boulevard Rodolfo Sánchez.

Ova boasts a unique and timeless design, featuring two monumental residential towers and a corporate tower integrated into a grand master plan surrounded by greenery and a large elevated garden that connects residents with harmonious services and amenities. These towers will have a total of 27 and 25 floors, reaching a height of over 90 m, and their construction is currently underway.

Also known as Peninsula Phase 2, it is a mixed-use megaproject located on the East Fast Lane of the Chapultepec Jalamart neighborhood, which will have commercial, residential, office and other services such as a prestigious Country Club and will be distributed in a vertical district made up of a total of six to eight towers.
