This Sunday, August 24, Ensenada woke up to narco-banners signed by the Jalisco New Generation Cartel (CJNG), whose messages are directed at Baja California Governor Marina del Pilar Ávila Olmeda.

The narco-banners, which mention a military commander, accuse the state governor of collusion with the Sinaloa Cartel, and single out specific individuals.

What exactly do the messages say?

The first discovery was recorded around 6:12 a.m. at the intersection near the Ensenada Center for Scientific Research and Higher Education (CICESE). It was a banner measuring approximately 2 x 2 meters, hanging on the wall that welcomes visitors to the city.

Shortly after, members of various security forces located a second banner with similar characteristics, placed on the bridge located in front of the Government Center on the Transpeninsular Highway.

According to initial reports, the white plastic banners, with red and black lettering, contained a message allegedly signed by the CJNG (National Commission for the Defense of the Nation).

The appearance of the narco-banners comes after the owner of a seafood restaurant closed his business after reporting unpayable extortion payments that put his safety at risk.

Moisés Muñiz, owner of the Mariscos El Compa Moy restaurant, announced the permanent closure of his business in Ensenada, Baja California, located at 263 Jesús Sanzón Flores Street in the Escritores neighborhood, where he served local and visiting customers for years.

What does the narco-banner signed by the CJNG say to the governor of Baja California?

The text accuses the state governor of allowing acts of extortion in the municipality’s fishing sector, directly pointing to a person identified as Arturo Alejandro Hernández Medina, alias “El Tury,” and alleged ties to the criminal group “Los Aquiles,” part of the Sinaloa Cartel.

“Governor Marina del Pilar Ávila Olmeda, it doesn’t surprise us that you turn your back on the people of Ensenada. Since you came to power, you have allowed Arturo Alejandro Hernández Medina, alias “El Tury,” to freely extort the entire fishing sector of this municipality.

“This filthy man, supported by the scum of “Los Aquiles” of the CDS (in reference to the Sinaloa Cartel), is causing irreparable damage to hundreds of families and to the economy of this state.

“Vice Admiral Daniel Escobedo, if the influential governor doesn’t take action on this matter, then you should. Otherwise, blood will continue to flow. ATTE. 646 CJNG.”

Since February and March 2024, Minerva Pérez Castro, head of Canainpesca, reported a series of homicides and business burnings as a measure by the Sinaloa Cartel (CDS) to subject them to extortion and expand its control of the main fish and seafood production chain in Baja California, in the port of Ensenada.

Pérez Castro alleged that these crimes increased during Andrés Manuel López Obrador’s six-year term.

Almost three months later, on July 8, 2024, Minerva Pérez was murdered, and the Ensenada Business Coordinating Council (CEE) issued a statement on the matter.
