This legislation allows adolescents to modify their birth certificate according to their gender identity before turning 18.
With 14 votes in favor, six against and one abstention, the Law on Trans Children was approved in the plenary session of the local Congress of Baja California.

​This legislation will allow adolescents to request the modification of their birth certificate according to their gender identity, even if they have not reached 18 years of age.
During the Congress session, both groups in favor and against the ruling expressed their support and disagreement through slogans, chants and banners.
After the approval of the Law, the LGBTTTQ+ community celebrated the resolution in the Congress hall.
The three PAN deputies voted against the Law.
Michel Sánchez Allende, president of the Gender Equality Commission, stressed that the approval of the citizen initiative commemorates the struggle and recognition of the rights of the population of sexual and gender diversity.
Sánchez Allende highlighted that this initiative guarantees the right to identity of trans girls, boys and adolescents, under an intersectional vision and the principle of the best interests of children.
The initiative was processed, reviewed and ruled on, having been originally presented by Liam DÃaz Samuel Ortega on August 16, 2023.
